I just got bit by this. This didn't used to happen in old versions
of php. But due to the file upload security issue, I updated all

And why didn't this used to happen in older versions of php (php3 and
php4 < 4.0.6 as far as I can tell) but does happen now (php 4.0.6 and
greater).

This works fine for me at the moment (HEAD). Probably one of the intermittent
urlencodeing problems we had.
