You must use "--with-xml" option when you compile PHP not Apache.

Can someone guide me on building Apache with support for XML? According
to 
the docs on Horde, this is required.

The horde INSTALL document refers to the 'expat' package, which I have 
downloaded, but I cannot find the documentation on making Apache work
with 
expat. I am using Apache version 1.3.22 and in this version,
"--with-xml" 
is not a valid option for configure.

Please help!
