chuck,
no it is not a bug in the poppassd service. it is a configuration in the
horde framework and 2.1 left out a line for the "passwd" module to get its
configuration for "admins" in "/horde/config/horde.php". this is so you
(your admins) can change the passwords for your users accounts. otherwise it
will work fine, it'S just that it will PUKE UP ERRORS just above the
password lines in the change password screen.

I have spoken with Eric and he made note of the error. I also sent him the
fix that i found. The problem is in "horde.php" and in 2.1-RC1 it is missing
the line
	$conf['auth']['admins'] = array('your_admins_name');

and this is what the "passwd" module uses to keep track of who is considered
an admin and has the rite to change other users passwords.
