logins aren't noticed

greetings:

i'm using imp 3.0 on a horde 2.0 Framework, my problems are:

1st: The set language isn't used.

2nd: When I log in, I can perform maintain operations. After that, I log out 
and in and the maintain operation screen pops up again. After going forward, 
imp said, that I never loged in before. It seems, that imp is unable to store 
its data. Which file has to be writeable to witch user to do that?
