[imp] IMP 4.0 and zh_TW (Chinese Traditional) language

Hi jan:
Sorry ,not open_compose_win.js problem.
If i comment line 3,4 of
/horde/templates/common-header.inc
then it seem looks normal . Is that bugs ?
