poppassd and passwd

I downloaded and installed passwd.  I understand that I also need to have a
poppassd server installed to process requests from the passwd application.  Is
one installed by default, if not, where do i get one?
I use local accounts to handle users log on's, so is there any configuration I
need to do to make it so they can change their passwords?  Can I have MySQL
handle the passwords for their logons instead of local accounts.  Thank you
for any help.
