imp won't send mail out

Help! We upgraded to RedHat 7.2 and imp stopped sending out messages.
No errors and nothing in the logs.
I installed Horde 2.0 and imp 3.0 and php4.1.2 and they exhibit the same 
behavior.

Any ideas?

Subject: limiting attachments by total attachement size..

Hey guys -

Any thought on giving IMP the ability to limit attachements by the number or
total size (ie yahoo's "3 files / 1.5mb which ever you reach first" limit?)

Our campus sendmail configuration will process messages up to 10mb in length
(and who ever sends me a 10mb file is gonna get smacked. ;))  but there is
demand for us to allow more than the 2mb uploads currently in out php.ini

I'd like to be able to tell imp that it can't do more than /x/ number of
attachements that add up to /y/ MB.
