It is not an official part of the horde project, so is not in any
release.  You can download it from https://mail.ph.utexas.edu/patches/
(there is a link off the main IMP page).

It is for IMP 3.x.  There was an existing facility in IMP 2.2 so there
is no need to go backwards.
