Please visit the faq at http://www.horde.org/faq/ which addresses this.
It is not a horde/imp issue.  You create your users however your imap (or
pop3) server supports.

You can create users in horde, outside of the mail system, but this is not
required.  You can have horde use IMP to authenticate instead, using your
imap/pop3 server.
