[imp] change_folders not shown when server_list == none

Yes, I'd surely want to have another option for server_list.  The admin
should have the option of setting up IMP to show the server list, or to
show text fields or to show both.  Only if he'd setup IMP to show both
(text fields + server list), IMP should behave as I've written (if text
entered, use it, else use chosen server from server_list).

Well, maybe I'd also use some JavaScript to fill in the text fields when
a user choses a server from the server_list.  This way it would be very
clear to the user what's going to happen.  And if JavaScript is
deactivated, things would still work like written above.
