I did some more digging, and I found:

It looks like this function isn't even as far along as you suggest. *grin*
imap_popen() is either, depending upon #defines during compile time, a synonym
for imap_open() or a call to php_error(E_WARNING, "Persistent IMAP connections
are not yet supported.\n"). I guess that answers my question of why.
