[imp] changing global options

Here's the scenario:

I setup IMP using MySQL to save preferences.  During this initial phase a
few users set options that they like.  We then decide to change some of the
global options in imp/config/prefs.php.  

Is it true to say that those new options will not be implemented for the
users that have already saved their options?  I would guess that I would
have to delete their horde_prefs entry so that the new defaults can come
into play?
