If you go to the /horde/imp/test.php page, can you authenticate that way?
If not, here are some things to check:
DNS resolution works, including resolving localhost.
IPCHAINS or IPTABLES isn't running on the machine. RedHat ships with a
simple personal firewall. Try typing:
iptables -L
or
ipchains -L
If you see something, you have the firewall running.
Check /etc/hosts.allow, and /etc/hosts.deny, as well as the entries in
/etc/xinetd.d.

Subject: [imp] Imp Timesout when trying to contact mail server.
I've struggled for two weeks with this with no results. I've installed
horde and imp on a RedHat 7.2 box as per the HOW-TO linked to on Imp's
webpage. I have all the proper RPMs installed and working. This machine
is an e-mail server (both POP3 and IMAP) as well as the webserver, so all
the neccessary programs are running.
Whenever I attempt to login by browsing to /horde/imp/login.php and enter
a valid username and password, the requests timesout. All it puts in the
logs is:
192.168.1.80 - - [25/Apr/2002:11:03:00 -0400] "GET /horde/css.php?app=imp
HTTP/1.1" 200 3509
