You should probably run top while users test IMP.  That will identify what
exactly is taking up all the processing power of your server.  If you feel
it's MySQL you should probably look into it's configuration and check that
indexes are there; I run IMP for staff at my institution on a server very
much lower in power than yours (but like yours mine runs IMAP, MySQL and web
too) and I have up to 20% of people using it from several hundred staff with
absolutely no problems.

You should also check a couple of things (like that mail isn't being scanned
just to show the attachments icon, and like you have an appropriate mailbox
format (mbox) used to reduce disk thrashing).  All these things can reduce
load.
