[imp] File Attachment Size

[Jim Hale]

1. It's fine 2. Done 3. Done 4. Done.

It HAS to be something that I missed.

I created a folder called 'attach' under /var/www/html/mail/horde/imp,
listed it in php.ini, set the security to be writable by everyone and I
still get the error. :/
