[imp] imp and quotas

Hi all:
I have been running imp3.0-1, Horde 2.0-1 with PHP-4.1.0-horde2 and
turba on RH 7.1. I have no complaints whatsoever about my current install.
It's not broke and I don't want to have to fix anything.
I hope that this is not to far off topic, but, the "POWERS THAT BE" want me to
implement quotas in the following way.
Old emails expire and go away, leaving room for new irrational emails that
VIP's send out at various irrational moments. The idea is that VIP's emails
will never be bounced back to them. Since we have over 5000 student accounts
and only about 900 of them are actually used by the students, VIP would
probably get tons of unable to deliver by the third week in the semester,
mailbox full type of messages.
Anybody know anything that will trim the heads of the files in /var/spool/head
based on file size?
I am not a coder my self, but I suspect there must be some sort of perl script
that may do this run as a cron job.
