[imp] IMP 3.1 (final)

Just installed finals for horde-2.1, imp-3.1 and turba 1.1 in about an hour.
  Python conversion of the IMP 2.8 addresses took another 20 minutes, and 
Perl conversion of the old IMP preferences took about 5 seconds.  It all 
looks great.
