[imp] Suggestion: Last login message

Hi all,

When displaying the "Last login" message in IMP the locale of the login screen 
is used. This might not always be behaviour that the user wants. Maybe this can 
be changed to the user's set locale?

Also it might be a good idea to put the args for strftime of "Last login" into 
the imp/config/conf.php file? This avoids making changes to imp/lib/IMP.php?
