[imp] New horde 2.1 get strange behavior

Need help with install of horde 2.1    Solaris 8 with latest pathes
Apache 2.0.36
PHP 4.2.0, mhash, mcrypt, openldap,wu imap
gettext, xml, zlib, mysql
Horde 2.1
imp 3.1
I can login to my server but when I try to look at my mail or click on the 
options tab it want to down load the prefs.php file or  the mailbox file ....?
I have setup imp 3.0 with out this problem does someone have any insight 
into this.......
willing to pay person with the  fix if necessary.
