Don't know if would qualify this as a bug...

I suggest you modify /usr/local/lib/php.ini and change the lines:

display_errors = Off
log_errors = On
error_log = /var/log/php.log

This 'error' and other similar ones will not appear on the user's screen.

Check out explanation in the file for full details.

You will still get serious errors, as reported by horde/imp on
the users web screen (as well as going to file specified in horde.php).
