[imp] Imp 3.1: help in a wrong language

Did you change anything else than open_help_win.js? Just getting that from 
cvs doesn't fix the problem for me.

Pressing the help button generates three accesses:

so help.php itself loses the session parameter. I don't understand how (or 
where the two extra accesses come from, to begin with), and I've no time to 
investigate it right now.

(Perhaps I need to update to RELENG_2 from tarballs..)
