Where in the HORDE/IMP code are they set?

I tested the problem using IE 5.5 & 6.0 / Netscape 4.7 & 6.2 /
Mozilla 1.0 / Opera and the problem existed in all browsers. When I
set the meta tags in common-header.inc, the problem went away.  

There is no proxy between me and the server. There is an SSL
accelerator, but I tested on a non-secure port which bypassed the
accelerator with the same results.
