Since this is not a reproducible error in IMP, I think maybe the problem

Have you tried using a different browser to upload the file?  It's also 
possible that something on your system in the pipeline of outgoing mail 
(e.g. qmail) is exchanging spaces for nulls.  Finally, maybe your PHP build 
is buggy (the base64 encoding is done by an internal PHP call - not by any 
specific IMP code)

But since I can attach and send your troublesome ZIP file just fine using 
my local IMP setup, I don't think there is a bug in any IMP code.
