I am using Debian apache-ssl and what I failed to realize is that
apache-ssl has an entirely separate httpd.conf file located in
/etc/apache-ssl, when I found this out I edited the file to include
index.php in the DirectoryIndex. Problem solved, I hope this tidbit of
info helps out someone else that is banging their head like I was :-)

You didn't tell what webserver software or version you use, but I'll
assume you use Apache.
Maybe you should define DirectoryIndex inside your SSL VirtualHost
definition. Did you also remember to restart Apache after modifying the
configuration?
