Sure have.  The following are implemented:
* receiving/sending signed, encrypted, signed & encrypted messages
* storage/viewing of public keys
* generation of personal public/private keypair
* send/receive from public keyservers

This is only implemented in the HEAD branch in CVS - none of the PGP stuff 
will see the light of day in the IMP 3.x releases as it requires new Horde 
CVS code also.  PGP will be available in IMP 4.0.
