[imp] Login fails with language other than default language

Hello,

sorry to bother you again. Now that locales work I ran into a strange problem.

Horde's default language is set to de_DE; when I'm logged in I can change the current language without problems.
But when I'm not logged in and try to choose a language other than German an the login form, authorisation fails.

Do you have any hints for me?
