[imp] Redhat 7.3 - horde-2.1/imp-3.1 - error sending email with atachment

Hello All

I have installed
Redhat 7.3
mysql-3.23.49-3
imap-2001a-10
sendmail-8.11.6-15
apache-1.3.23-14
php-4.1.2-7
php-imap-4.1.2-7
php-mysql-4.1.2-7
...
horde-2.1.tar.gz
imp-3.1.tar.gz
turba-1.1.tar.gz

I have sucessfull login, read emails but when I try
send email with atachment occurs one error in browser
if the file have more than 1Mb approximately and the
email is not sent. When the file have less than 1Mb
the email is sent but the user receive 2 emails...one
without atachment e other with atachment.
I have setup php.ini with 
file_uploads = On
upload_tmp_dir = /tmp
upload_max_filesize = 10M

Is this one bug in horde/imp??? Anyone can help?
