Does that counter increase as you reload the page? And clear if you click
on the link?  (Probably it does)

Looks like you have a syntax error in horde/config/horde.php somewhere
close to line 148, or in horde/css.php around lines 70-75.

If you have a standalone php, you can try using "php -l" on those files
to see if it identifies any problems.
