That URL is "the online extension of [his] application for the ListNet
Software Scholarship" and IcWebMail is the basis for his application. It
does not appear that he made it to the finals, though - see
<http://www.listnet.org/lisa_2002_finalists.cfm>.

A google search for "icwebmail" certainly shows a large installed
userbase, especially among high schools in New York, which is not
coincidentally a large part of ICS' customer base.  And many of those
bear a striking resemblance to IMP v2.x.  It should be interesting to
hear how ICS / VillageWorld responds.
