[imp] OT: php-mailsettings anyone?

If by "seperately from webmail" you don't mean seperately from the
Horde framework, you could try the "sork" modules.  They depend on 
Horde, but not IMP per se.  So you could install only Horde and the
needed sork modules, without anything else.
