[imp] Menu not drawn in an entire logical manner

In IMP (latest stable), the top menu is drawn/specified in a way that makes
it hard to get a common look and feel. Between the actual menu and the
"Open folder" part (with a select box to the right of it), there is a <TD>
spacer, width=100% that is not styled at all. It would make more sense if
that TD was classed as "menuitem" to get the same background color as the
actual menu items.
