solved!

I reran up2date, reapplied the new rpms.  Then copied over 
the /etc/php.ini.rpmnew to /etc/php.ini.  still broken.

then, and don't ask me why, I changed the protocol in .../horde/imp/config for 
my server, from imap to imap/notls.  and....  I was able to log in!
