Kevin,

if you set up an ldap server, then that can hold your addresses.
You can connect to it from imp, outlook, and a bunch of other stuff.
Your mail server might support ldap access to it's addresses (eg. exchange
does, but few people use imp with exchange)

I'm thinking about installing IMP on my mailserver and I would like to have
my contact list on the server and have IMP use it.  I would also like to be
able to get to it from Outlook Express when I'm at home.  Can this be done?

Not without importing and exporting them each time.
