[imp] Bug with angled quotes + attachments.

Easily Reproducable:

IMP fails to send message when body contains angled quotes (only when there is
also an attachment present).

We are running: Apache 1.3.26, PHP 4.2.2, HORDE 2.1, IMP 3.1 on Linux.

To Reproduce:
 1) Compose
 2) Paste content from MSWord or OpenOffice (or other app that auto-translates
quotes to angled quotes).
 3) Attach something (anything)
 4) Send or Save as draft (email should reload in same window and if a sig file
is available it will reinsert it at the top).

Note that angled quotes are handled okay when no attachment is present.
