[imp] set urgent priority patch

I saw a few people asking for this, I needed it, and I hadn't seen any other 
patches for it so I spent 10 minutes hacking this into the code last night.

This patch will allow a person to set urgent priority.
In reality it adds these headers:
X-Priority: 1
X-MSMail-Priority: High

It gives you the option in the compose window by adding another checkbox next 
to the "Request a Return Receipt" check box.

If anyone would like the diffs of the patch let me know and I'll email them to 
you.
