Part of the problem in activating smime is the use (in notactive.inc) of
SMIME_ENABLE, which is not defined anywhere, instead of SMIME_SAVE_OPTIONS from
lib/SMIME.php.

Also, and I don't yet know why, I was unable to re-enable S/MIME if 'use_smime'
(in  config/prefs.php) wasn't set to '1'.
