[imp] forward/blacklist button in the inbox

I like the new forward button--I can see how our users will take advantage of 
that feature.  What does it take to remove the 'blacklist' button from the 
Inbox screen?  I've got some users that are clicking it by mistake once in a 
while(usually when they have a bunch of emails selected).  This is on my older 
IMP 3.1 install, and I guess on the new CVS version once it's ready.
