[imp] Log file and debugging settings in Horde

Hi,

I've been experiencing the error "There was an error
viewing the requested message" when attempting to open
messages in my POP Inbox.

I thought I'd turn on debugging to see what is going
on, but my horde.log file is empty. I have the
following set in horde.php:

$conf['debug_level'] = E_ALL;
$conf['log']['enabled'] = true;
$conf['log']['type'] = 'file';
$conf['log']['name'] = '/tmp/horde.log';
$conf['log']['priority'] = LOG_DEBUG;
$conf['log']['ident'] = 'HORDE';

Still horde.log is empty. Any help is appreciated--I
think I'm over looking something simple. I'm running
IMP 3.1 with Horde 2.1 on Red Hat 8.0.
