[imp] Trying to configure Horde imp.

Hello,

I am trying to configure horde/imp (latest versions)  on a Redhat 7.3 
server. All rpms are up to date
I am following the instructions in the installation guide. The only thing I 
am changing is I am using postgresql instead of mysql.

I finished the first half of the installation guide and received this error.

Warning: Failed opening '/var/www/html/horde/test.php' for inclusion 
(include_path='/usr/share/php:/usr/share/pear:.') in Unknown on line 0

Does anyone know what this means?
