[imp] IMP on FreeBSD

I have everything listed in the httpd.conf file.  I have mod_php4 installed
from the ports.  I am also haveing the trouble that when I run=20
host.com/horde/setup.php3 all that happens is that the script stays at
step one, and just refreshes the screen.
