Found it myself:

Download the GNU libiconv and gettext from ftp://ftp.gnu.org

compile and install libiconv
compile gettext (--with-libiconv-prefix=/usr/local/lib) install it.

Redulid PHP (--with-gettext=/usr/local, --with-iconv=/usr/local)

run the Makefile in the ./po dirs of horde, imp, turba and so on...

Now it should work...

Do not use the getetxt which comes with Solaris, because it is missing some 
functions e.g. bind_textdomain_codeset
