You want to start with the FAQ at http://www.horde.org/faq/admin/ and 
then probably proceed to the list archives (see the links at 
http://lists.horde.org/) and then if you still have questions come back
to the mailing list.

You may need to end up editing the template files, or better yet create a
whole new login screen of your own and use the provided hooks for that.
That may be the best if you want to make it look/feel like your own site
(for just the login page).
