[imp] Send in HTML with IMP

You must use IMP CVS for one, and you must be using internet explorer 
version >= 5.5.  This allows e-mails to be created via HTML.  You can't 
paste a picture though - this is impossible using current browser 
technology unless you had some kind of java applet or something along those 
lines - this isn't happening for IMP anytime soon (if ever).
