[imp] Mail Filters not working unless i apply them manually

I have tried this, but can't get it to work.  After fixing those 3 files, the
Summary page won't show up at all (it's just white) but I still have the bottom
Horde nav buttons to move into the other apps.  All of them seem to work fine,
it's just the Summary page fails to work.

Also, I patched the files, by just inserting or taking out the lines, and then
when that didn't work I tried again by moving the full files in to make sure it
wasn't something I did wrong.
