[imp] adding descriptions to attachments

Sometimes it's nice to be able to describe an attachment;  the attached patches 
allow just that, by using the Update Attachment Information link.  I was too 
lazy to try to adjust the initial attachment UI.

Patches are to /imp/compose.php and /imp/templates/compose/compose.inc.

Hopefully, there's no excess code.
