[imp] IMP + Turba : Contact Quotas?

Using IMP 3.1, HORDE 2.1, and TURBA 1.1

Two part question:

1) Is there a way to implement contact list entry quotas for turba when using a
SQL backend for personal contacts?  We are implementing a largeish user base and
wish to restrict contact entries.

2) If #1 is not currently possible.  Is there an elegant way to completely
remove the "Address Book" feature from IMP with some configuration flag? 
Without Turba it is visible but provides little use.

Please keep in mind, using the latest CVS is not an option for this public
production system.
