I agree with you about the necessity for SSL. What you report does not
happen with Horde 3.0-CVS/IMP: 4.0-cvs - SSL-exclusive login happens as
you'd wish (i.e. what you wrote you wanted). conf.php use_ssl can be
left at 2.
This is for an initial https connect, though. If you want to have people
connecting via a http redirect, you'd do best to make your own plain
http redirect url as a front end.
