[imp] File uploads

I have 2 horde installations. One uses redhat 7.3 with Apache 1.3 , the
other Redhat 8 with Apache 2.

The redhat 8 system can not attach files larger that about 200k but the
7.3 system is fine. on both systems I increased the file upload up from
2m but this only worked on the 7.3 system. 

I wondered if this was down to a flakey link between Apache and PHP. I
did not install from source but used the RH rpms in both cases.

Any help would be greatly received
