[imp] problems with themes, using IMP as auth app

Hi,

I am running the latest cvs version of horde/imp .  I at a loss to figure out
why users prefs for themes are no longer taking effect.  

I noticed that the themes section is no longer in the imp/conf/prefs.php file. I
added it with no affect.
