[imp] Menu bar position

Someone posted a patch to do this to the mailing list a while back (not
sure which list).  Or you can use the CVS HEAD versions of horde/imp (not
recommended) which switch to using a whole new menu system on the left.

The patch posted seemed to work fairly well with not too many changes, so
it would be easier than going to CVS HEAD.
